Han Bin Lian Zhang ("寒冰莲掌")
1st Dot
When the user makes a successful attack on a target, or an attacker generates no successes in an attack on the user, the user may make a Stamina + Resolve + Technique roll contested against the Stamina + Resolve on the target. For every nett success the user generates, 1 dot is subtracted from the target's attack and defence. All debuffs stack, and last until end of combat.
Note: Another 1st dot that doesn't comply with guidelines. Necessary as the conditions for debuff would otherwise be harsh. Let me know if this is unbalancing.
2nd Dot
When the user makes 5 successes on an attack against a target, the target loses one attack.
3rd Dot
When 1st dot technique is used, the user may spend 1 willpower to convert 3 dice of debuffs to 1 health damage done to the target every turn. Only 1 willpower may be spent this way per turn. Effect lasts till end of combat. User may convert dice greater than the amount of debuff caused by each current use.
4th Dot
User adds 1/2 dots in this technique, rounded up, to Resolve. Debuffs from 1st technique also affect initiative and speed.
5th Dot
The target of the 5th dot technique must have suffered at least 5 health levels of damage from the 3rd dot technique. When the user is able to use the 1st dot technique against an eligible target, the user may spend 1 willpower to make a Stamina + Resolve + Technique roll contested against the Stamina + Resolve on the target. If the user gains the most successes, the target is knocked out.

Please leave some comments on this one. I don't think it's unbalanced compared to the others so far - but I could be wrong.
Up-powered 4th dot.
That helped, brings the 4th dot to about even to the others. Overall, this is still one of the weakest, but is highly flexible in application. May want to look at the 5th dot, conditions are harder to achieve than it first appears.
